The global Whiki footer is absent from the Westeros skin, but is still present in the Starstruck skin. We need to add the global footer back to the Westeros skin for greater visibility of the Privacy Policy and Terms of Service — this is also a requirement of Google AdSense since we don't serve the PP and ToS on the actual MediaWiki interface.
